OpenAI announced a $38 billion seven-year deal with Amazon Web Services. The headline grabbed attention. The deeper story matters more for anyone building AI-dependent systems.


OpenAI has now committed to spending approximately $1.4 trillion on infrastructure over the next decade. The company's expected revenue by year-end 2025 is roughly $20 billion. The financial mathematics don't reconcile. Understanding the reasons is important because the stability of your AI platform relies on whether the companies making these commitments can actually afford to pay for them.


The Scale of the Commitment

The AWS agreement gives OpenAI immediate and increasing access to AWS infrastructure for AI workloads. Specifically, AWS will provide Amazon EC2 UltraServers featuring hundreds of thousands of Nvidia chips, with the ability to scale to tens of millions of CPUs for advanced generative AI workloads. Deployment targets the end of 2026, with expansion potential for 2027 and beyond.


But this $38 billion deal is one component of an extraordinary infrastructure strategy. OpenAI has committed $250 billion to Microsoft Azure. OpenAI has also committed another $300 billion to Oracle. The Stargate project for data centres with Oracle and SoftBank reportedly involves $500 billion in commitments. Additional deals with Google Cloud and AMD complete a spending spree that totals more than $1.4 trillion.


CEO Sam Altman articulated the ambition directly: "Scaling frontier AI requires massive, reliable compute." The goal is 30 gigawatts of computing resources – enough to power approximately 25 million US homes. Altman has stated OpenAI wants to add 1 gigawatt of compute weekly. Each gigawatt costs over $40 billion in capital expenditure.


The Revenue-Spending Gap


Here's where the financial picture becomes concerning. OpenAI's CFO Sarah Friar told CNBC in September that the company expected roughly $13 billion in revenue in 2025. Reuters reports that the company expects its annualised revenue run rate to reach approximately $20 billion by the end of the year. Those figures are impressive for a startup. They're catastrophically insufficient against $1.4 trillion in infrastructure commitments.


Even with aggressive growth assumptions, mathematics doesn't work. If OpenAI reaches $100 billion in annual revenue by 2027, a more than fivefold increase in two years, infrastructure spending would still exceed annual revenue by more than 10 times. If the company reaches $200 billion annually by 2028, infrastructure commitments will still represent a 7-to-1 spending-to-revenue ratio.


The company is currently unprofitable. Reuters reports that losses are mounting even as revenues grow. OpenAI is in a position where generating revenue faster than almost any company in history is still insufficient. The "Backstop" controversy revealed the problem of justifying OpenAI's spending commitments through conventional financial analysis.


In early November, Sarah Friar appeared at a Wall Street Journal conference and suggested that government backing might help finance infrastructure investments. She stated OpenAI was "looking for an ecosystem of banks, private equity, maybe even governmental" support. The specific word she used was "backstop," which signifies a government guarantee or financial safety net that would reduce lenders' risks.


The political backlash was immediate. The implication was clear: a privately held company valued at $500 billion was hinting that taxpayers might need to backstop its infrastructure bets. Within 24 hours, Friar walked back the comments in a LinkedIn post: "I used the word 'backstop', and it muddied the point." She clarified that OpenAI isn't seeking government guarantees specifically for the company but rather advocating for broader public-private partnerships to support AI infrastructure development nationally.


But the damage was revealing. That OpenAI's CFO floated the idea at all suggests internal concern about financing sustainability. The immediate need to retract the comments indicates that openly seeking government support for private infrastructure investments remains politically toxic, even when those investments exceed what conventional capital markets might support.


CEO Sam Altman was more dismissive when asked about the spending-revenue gap. When investor Brad Gerstner asked how OpenAI could make $1 trillion in commitments given its revenue, Altman responded, "Brad, if you want to sell your shares, I'll find you a buyer. Enough." The response was characteristic of Altman: dismissive of financial concerns, confident in future value creation, and unwilling to engage with the mathematical constraints.


The Broader Infrastructure Race


OpenAI isn't alone in this spending spree. Microsoft struck a $9.7 billion five-year deal with IREN for Nvidia's advanced chips and infrastructure. The deal was structured so Microsoft wouldn't need to build new data centres or secure additional power, addressing two of the biggest infrastructure hurdles. Microsoft also signed a $17.4 billion agreement with Nebius Group for additional infrastructure capacity.


This creates competitive pressure that justifies aggressive spending across the industry. Every major technology company is racing to secure computing capacity. Nvidia's advanced chips are in constrained supply. Power infrastructure development takes years. Regional power limitations are emerging as a genuine bottleneck. The companies making these infrastructure commitments are essentially betting that capacity constraints justify the spending and that demand will grow sufficiently to justify the investments.


What happens if that bet goes wrong? If AI adoption grows more slowly than expected, if demand levels off, if cheaper options that require less computing power emerge, or if regulations restrict data centre growth, the infrastructure will not be fully utilised. Companies then face the choice of cutting losses or continuing to spend money on excess capacity.


Energy Demand and Environmental Impact of AI Infrastructure


AI's explosive growth is driving a surge in energy consumption among data centres worldwide. According to BloombergNEF (2025), power demand from U.S. data centres is forecast to more than double by 2035, rising from 35 gigawatts today to 78 gigawatts, which accounts for nearly 9% of national power usage.


AI workloads, such as training large models, require immense and sustained power, with single model training runs like GPT-4 consuming approximately 30 megawatts. Cooling infrastructure alone accounts for 20–40% of the overall power used by data centres, amplifying the environmental footprint.


This intensifying energy demand places substantial pressure on electrical grids and raises concerns about carbon emissions amid the ongoing AI expansion. Efforts to improve energy efficiency through novel architecture, renewable energy sourcing, and adaptive data centre designs are underway, but they face architectural and operational challenges. This perspective is critical for understanding the cost and sustainability implications of multi-billion-dollar AI infrastructure deals.


What Project Leaders Need to Understand

Secondly, there is an availability risk because constrained infrastructure is allocated to the highest bidders. If companies providing your AI platform face capital constraints, service availability becomes uncertain. High-demand periods deprioritise your workloads.


Third, there is platform risk: when infrastructure providers undergo financial restructuring, the platforms themselves may change. Last week, OpenAI's restructuring eliminated Microsoft's "right of first refusal" for compute services. Amazon has invested billions in Anthropic, creating potential conflicts. Google has strategic interests in maintaining computing capacity for its models. Your platform operates within this complex and competitive landscape.


Fourth, sustainability risk arises because companies making $1.4 trillion in commitments are assuming that specific scenarios will unfold as expected. If scenarios change, business models break. The infrastructure investments become stranded assets.

Public-private partnerships (PPPs) are increasingly recognised as essential for managing the complexity and scale of AI infrastructure development.
